State insurance commissioners ask IRS to scrap a proposed rule that would allow payments to health care sharing ministries (HCSM) to be deductible or qualify for a health reimbursement arrangement (HRA), saying that sharing ministries should not be permitted to both claim exemption from state insurance regulations and receive tax advantages through an IRS classification.
