Two left-leaning policy groups released research memos on Friday (March 9) warning lawmakers there are downsides for low-income consumers if Congress appropriates funds to resume cost-sharing reduction payments to insurers. Lawmakers, as they craft Affordable Care Act market stabilization legislation, need to take into account that resuming the payments could unintentionally raise costs for low-income consumers, the groups said.
