The health insurance industry wants CMS to scrap -- or at the very least alter -- a proposal in the 2019 Notice of Benefit and Payment Parameters that would allow states to reduce by up to 50 percent risk adjustment transfer amounts in the small business market, arguing the policy would destabilize the market and result in segmentation.
