House HHS Spending Bill Would Gut Exchange Funding, Title X Program

The House Appropriations Labor, HHS spending bill would gut CMS funding for the health insurance exchanges, prohibit funding for the the Affordable Care Act “navigators” and bar the agency from collecting user fees from qualified health plans that the agency uses to fund the federally-facilitated marketplace (FFM). The bill, released Wednesday, also would cut payments for Title X programs. The bill would provide $3.5 billion for CMS administrative expenses, which is $219 million less than the agency receives this year...
