HHS Says FDA Did Not Have Power To Appoint New Chief Counsel

A senior HHS official told Inside Health Policy that FDA Commissioner Stephen Hahn must have misspoken when he sent out an agency-wide email naming Mark Raza as the acting chief counsel for the agency, asserting that neither Hahn nor any other FDA officials have the authority to appoint someone to the chief counsel position.
