The Center for Food Safety wants U.S. Department of Agriculture chief Tom Vilsack and HHS Secretary-nominee Xavier Becerra to overturn a controversial memorandum of understanding, signed in the last days of the Trump administration, that transferred most of the regulatory authority over genetically modified animals from FDA to USDA.
