Congress' Medicaid and CHIP advisers recently laid out 10 policy considerations for capping federal funding of Medicaid, including the populations and services to include under the caps, state responsibilities and the base year for calculating funding levels, at a recent meeting. Republicans want to reduce the deficit by capping federal funding of Medicaid, which is jointly funded by the federal government and the states.
