Community Affiliated Plans: BCRA's Continuous Coverage Provision Falls Short

The Association for Community Affiliated Plans says the draft Senate health reform bill's provision to lock enrollees out of coverage for six months if they do not have continuous coverage falls short because there is no financial incentive to maintain coverage. The health plan lobby, which supports guaranteed issue, says the Better Care Reconciliation Act's continuous coverage plan would leave individuals with a catastrophic condition out in the cold.
