CMS Encourages States To Offer Off-Exchange Plans Without Silver Loading

CMS issued guidance on Friday (Aug. 3) encouraging insurers to offer non-silver loaded plans off-exchange in order to lower costs for unsubsidized consumers looking to buy health coverage. The agency said this guidance does not hint at its future plans regarding silver-loading. In the absence of federal cost-sharing reduction (CSR) payments to insurers, CMS said plans will continue to “silver-load” and shift costs on to silver plans in order to lower costs for subsidized consumers.
