Cassidy-Graham Gaining Momentum In Senate

GOP Senate leadership in an apparent pivot is pushing the just-released bill by Sens. Bill Cassidy (R-LA), Lindsey Graham (R-SC), Dean Heller (R-NV) and Ron Johnson (R-WI) that pools and then redistributes, via block grants, the federal funding apportioned to states by the Affordable Care Act. Under the bill all funding would be phased out by 2026, but Cassidy said he expects the program to be reauthorized at that point, and Medicaid financing would be converted to per-capita caps.
