People who refuse to be vaccinated should not reap the economic benefit of free COVID-19 testing, the lobby representing non-profit community health plans tells CMS as it urges the agency to reinforce guidance on who is financially responsible for testing costs and take other steps to rein in spending, including lowering the Medicare reimbursement rate that private plans often rely on, identifying on claims whether a test is for diagnostic or surveillance purposes and reinstating utilization management.
