The Senate Budget Committee's 2018 budget resolution, created to allow Republicans to pass tax reform through a simple majority, keeps the option open for repealing the Affordable Care Act through instructions for any reserve funds, although lawmakers and congressional aides say health reform is unlikely to come up in a tax reform package.
