Beneficiary advocates cheered legislation introduced by Rep. Luis Gutiérrez (D-AZ) that would open up the ACA's health insurance exchanges, and the subsidies, to undocumented immigrants with proof of residency and tax filings, lifting the law's current requirements that only those lawfully present can purchase exchange coverage.
