In addition to establishing a Medicaid expansion plan built upon private and employer sponsored insurance, Tennessee GOP Gov. Bill Haslam's newly unveiled proposal would require hospitals to cover the state share of the expansion once federal funding dips from 100 percent to 90 percent after 2016.
