Spending Bill Limits CMS Spending On ACA Risk Corridors, Slashes IPAB By $10 Million, Offers No New ACA Funding

The massive omnibus spending bill agreed upon by House and Senate members of both parties late Tuesday includes several key policies affecting the health insurance exchanges, including language clarifying that CMS cannot use its program management authorization to operate the ACA's risk corridor program.
