CMS Clarifies 'Leasing,' User Fees For State Exchanges On FFM Platform

CMS on Friday (Nov. 20) proposed a user fee rate of 3 percent for state-based marketplaces that use the federal platform, the first time CMS has suggested a figure for how much issuers in states that “lease” federal technology should kick back for those services.
