HHS Scraps Idea Of Auto-Enrolling Consumers Into Lowest-Cost Plans

CMS has scrapped the idea of letting consumers volunteer to be automatically enrolled in the lowest-premium plan if their existing premium increased from the year before or relative to the premium of similar plans by a benchmarked amount such as 5 or 10 percent. Consumers could have selected the alternative hierarchy during open enrollment in 2015 or during special enrollment periods in 2016, and the change would have been made for the 2017 coverage year.
