Sebelius Broaches Federal Preemption In Letter Asking States To Weigh Ability To Enforce Reform Law

HHS is weighing how the federal government will fill potential gaps in states' ability to enforce the health reform law's consumer protection mandates as a Sept. 23 effective date nears for many of the requirements, according to a letter obtained by Inside Health Reform.
