HHS hopes to reach financially underserved Americans, who prefer cash transactions or do not have bank accounts or credit cards, to convince them to enroll in a health plan by running healthcare.gov ads at the bottom of transaction receipts through a partnership with electronic cash transaction company PayNearMe, HHS Secretary Sylvia Burwell announced Thursday (Dec. 11).
