Experts: HHS Could Tweak Standards To Boost Number Of State-Based Exchanges

If the federal government faces a situation where premium tax credits in federally-run exchange states become illegal, several exchange experts believe FFE states would face pressure to move to state-run marketplaces and suggest HHS could create a pathway that allows such states to transition to state-based exchanges without actually building their own technology to enroll people.
