Senate Appropriations Passes HHS Spending Bill With ACA Funding, CMS Cuts

The Senate Appropriations Committee passed Thursday (June 25) its 2016 HHS spending bill with cuts to CMS and limits on Affordable Care Act funding, but Vice Chair Barbara Mikulski (D-MD) said defunding elements of the ACA is the “mother of all poison pill riders,” and Democrats raised the specter of a government shutdown if the two parties don't negotiate a bipartisan budget deal.
