Phased Transparency Reporting Plan Delays Off-Exchange Collection

HHS will again delay enforcement of the Affordable Care Act's transparency reporting provisions for non-qualified health plans and non-grandfathered group plans, marking the second time in as many years that the federal government has pushed back rulemaking on data collection.
