Hospitals: CMS Hasn't Justified Two-Midnight Cuts, Should Repay Providers

Hospitals say CMS hasn't released enough information to justify the 0.2 percent cuts to hospitals pay when the two-midnight hospital admissions policy was implemented, and teaching hospitals say if CMS had explained the calculation, commentators would have been able to point out the flaws in the agency's logic.
