CMS is phasing in pay cuts to employer group Medicare Advantage plans for retirees, and is lowering the amount of encounter data it will rely on to risk adjust pay in 2017. CMS Deputy Administrator and Medicare Director Sean Cavanaugh said the agency isn't changing the underlying policies it proposed in the earlier draft notice, but it is lessening the initial financial impact on health plans to help them adjust to the changes.
