CMS Gives States Flexibility In Using Leftover Establishment Grant Funds

New CMS guidance out Monday (June 8) clarifies that states can use establishment grants, obtained under Section 1311 of the Affordable Care Act, on a range of operations spanning from marketplace IT to long-term capital planning.
