Rep. Elijah Cummings (D-MD), the ranking Democrat on the House Oversight and Government Reform Committee, wants to understand why some Republican governors have supported Medicaid expansion under the Affordable Care Act, while others have refused the expansion -- and he hopes to enlist help from Congress' investigative arm in analyzing data he collects from the states.
