Counihan Tapped As Marketplace CEO; Contracts Over Budget; Renewal Regs On Deck

HHS Secretary Sylvia Burwell announced Tuesday that Kevin Counihan, the head of Connecticut's state-based exchange, Access CT, will serve as CMS' newly created Marketplace CEO and director of CCIIO.
