Nearly 44 percent of dual eligibles opted out of the California demonstration to coordinate care for beneficiaries eligible for both Medicare and Medicaid -- a move that comes as CMS officials are studying why beneficiaries across duals demonstrations choose to opt out after passive enrollment.
